Photo was taken at the dedication of Camp Ken Teter , in honor of Ken and Eunice Teter . Kenneth Teter was a lifelong Vancouver resident who was born July 1 , 1916 and passed away in November 1996 . He married Eunice M . Teter , who was from Montana , and had one son , Eugene Clark Teter , in 1944 . He worked 28 years for the Spokane , Portland and Seattle (S.P.&S.) Railway , except for a stint in the United States Navy during World War II . After the war , Teter purchased and ran the iconic store in Cougar , Washington (Cowlitz County) for three years . An active citizen , Teter was a Vancouver City Councilman from 1956-1963 , and served as the Clark County Commissioner from 1963-1967 . His many community ties included being a member of the Minnehaha Grange , the B.P.O . Elks Vancouver Lodge 823 , and Eagle Scout and Troop Leader in the Boy Scouts .
