The most precarious , and perhaps the most spectacular phase of the construction program , was the diversion of the river . This matter of river control required an exacting performance of construction operations to conform with the cycles of river flow . Excavation for the cofferdams totaled 1,328,735 cubic yards , and the fills 1,502,000 yards . The contractors reported the cost of river diversion to be nearly 6,000,000 . MWAK Co . removed a pay quantity of common excavation for the dam foundation amounting to 14,705,378 cubic yards , and rock excavation of 1,083,703 cubic yards . Depths to bedrock varied from 50 feet in the river bed to 275 feet at the abutments . There was a normal reaction of a slight uplifting of bedrock as the pressure of the overburden was removed .
