The M-W-A-K company did not completely finish the downstream portions of the el. 934 outlet tunnel. Engineers decided to refinish the concrete because of air and water pockets under Extra Work Order No. 3. Work on refinishing outlet tunnels began in December 1938 and continued into the new year.(Columbia Basin History Vol. 6, 216)
