Description
To create a safe shortcut for orchardists out by Shell Rock Point (north of Okanogan towards Omak) , local businessmen cut a route out of the north side of Elgin Canyon without the aid of state or county money . On September 28 , 1911 , a group of locals set aside the day to work on the project . Some thirty-five men installed culverts and bridges with ten teams of horses and using plows and scrapers . The Women's Civic Improvement League made lunch for the workers , and all picnicked at the ranch of Ms . Retha M . Perry , located near the lower end of the road .
