Description
To create a safe shortcut for orchardists living out by Shell Rock Point north of Okanogan (towards Omak) , local businessmen cut a route out of the north side of Elgin Canyon , without the aid of county money . On September 28 , 1911 , a group of locals set aside the day to work on the Elgin Canyon Road project . Some thirty-five men installed culverts and bridges with ten teams of horses and using plows and scrapers . The Women's Civic Improvement League made lunch for the workers , and they all picnicked at the ranch of Retha M Perry , near the lower end of the road .
