Matsura , Frank , 1873-1913 .
Description
When the canal of the Okanogan Irrigation Project was first dug in 1907 , engineers thought it best to line the main canal in portions where it ran over rocky land . Through the next five years the Reclamation Service discovered that those concrete sections were actually retaining water better by halting seepage back into the ground . Beginning in 1911 , the project took on the responsibility of lining the entire length of the canals . Here workmen are mixing and spreading cement . A portion of the finished project is visible in the background and to the left of the workers .
